FG Approves Equal Salaries For HND, Degree Holders


The Federal Government has ended the dichotomy between holders of University degrees and Higher National Diploma in all the Para-military services.

To this end, the Civil Defence, Fire, Immigration and Prisons Board has directed that  all officers with HND should be upgraded to COMPASS 08, which is the salary grade level for holders of degree certificates at entry point.

A board meeting chaired by the Minister of Interior, Lt Gen. Abdulrahman  Dambazau, approved the regularization of the salaries on Tuesday in Abuja, according to a statement issued on Thursday in
Abuja by the Permanent Secretary, Ministry of Interior, Abubakar Magaji.

It said, “The board directed that all officers with HND to be upgraded to COMPASS 08, which is the salary grade level  for holders of degree certificates at entry point. While the nomenclature for the HND holders will start with the rank of Senior Inspector, the degree holders are with the rank of Assistant Superintendent II.”

President Buhari Calls Akande Over Death Of Wife


The Presidency on Thursday said President Muhammadu  Buhari had written and called the founding chairman of the governing All Progressives Congress, Chief Bisi Akande, on the telephone to commiserate with him on the death of his wife, Omowunmi.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, disclosed this in a statement made available to journalists in Abuja.

Shehu quoted the President as expressing  “heart-felt” sadness over the death of Akande’s wife of 50
years.

The President’s message read,  “I received the very sad news of the death of your dearly beloved wife, Madam Omowunmi Akande, this morning. I am following our phone call with this letter of condolence, which comes from my heart.

“To lose a wife, a dear wife after 50 years, a constant and loving companion through good and bad times, is a blow only a man of unshakeable faith can withstand. Please extend my personal condolences to the immediate and wider Akande family and to friends of the family for this irreparable loss.

 “May Allah give you the strength and Iman to endure her passing away.”

Court Grants Bail To Suspected Badoo Cultists


Seven alleged members of the murderous Badoo cult, accused of bestial killings in Ikorodu area of Lagos, were today, docked at an Ebute Meta Magistrates’ Court.

They were charged with conspiracy and membership of an unlawful society.

The accused, Afolabi Kessington (25), Ismaila Shaibu (36), Mutiu Nurudeen (26), Ibrahim Bello (25), Lukman Mohammed (35), Gift Itafa (50) and Sheriff Adewunmi (23), all pleaded not guilty.

The prosecutor, ASP Fidelis Dike, said the accused committed the offences between July 3 and 5 at
Powerline, Agbala area of Ikorodu and also at Irawo Estate, Owode Onirin in Lagos.

He said the accused members of the reprehensible Badoo cult had conspired and gathered in the aforementioned areas to have their meeting, which was deemed illegal.

The offences, the News Agency of Nigeria reports, contravened Section 42(a) of the Criminal Law of Lagos State 2015.

The magistrate, Mrs. Kofo Ariyo, admitted the accused each to a bail of N200,000 with two sureties in like sum, one of whom must be a blood relation.

The case has been adjourned till August 9 for mention.

I Will Not Obey Your Suspension Order, NHIS Boss Tells Nigeria’s Health Minister


The suspended Executive Secretary of the National Health Insurance Scheme, NHIS, Usman Yusuf, has officially replied the Minister of Health, Isaac Adewole.

In his letter dated July 12 on the official letterhead of the NHIS, Mr. Yusuf said he would not comply with the July 6 suspension order.

He acknowledged receiving the letter directing he proceeds on a three months suspension, but gave five reasons why he would not comply with the suspension.

Mr. Yusuf, 54, took over the state-run health insurance provider on July 29, 2016. But his reign at the
health ministry parastatal has been fraught with allegations of fraud.

The suspension came weeks after the Senate launched investigations into his activities as the NHIS chief.

The lawmakers accused Mr. Yusuf of “corrupt expenditure of N292 million” which he allegedly spent on health care training “without recourse to any appropriate approving authority.”

The NHIS chief has denied any wrongdoing.

On Wednesday, the House of Representatives asked the health minister to recall Mr. Yusuf.

Mr. Adewole had ordered the suspension to allow for unhindered investigation of the corruption allegations.

I Became 33rd Wife When He Touched My Buttocks, Wanted Criminal’s Wife Tells Court

 
The wife of a wanted criminal suspect, Terwase Akwaza, Mrs. Queen Akwaza, who was arraigned by the Benue Police Command, yesterday, over alleged refusal to disclose her husband’s whereabouts, has disclosed how she became the criminal’s 33rd wife.

Mrs. Akwaza, who appeared before a Makurdi chief magistrate’s court, was charged with criminal conspiracy, screening of robbery and kidnapping recruits and acts of terrorism.

However, Queen Akwaza had earlier told the police that she became the criminal’s wife when he touched her buttocks in the market.

Her words: “Immediately after that touch, I followed him and have been living with him since. “I am his 33rd wife; any woman he touches, ends up with him.”


The suspect claimed that the only child from the union, a girl, was killed and buried by the husband, Terwase Akwaza, also know as Ghana.

Yesterday, the prosecutor, Mr. Hyacinth Gbakor, told the court that the offences committed by Queen Akwaza are punishable under Sections 1(2)(b), 6(a)(b)(c) of the Robbery and Firearms Acts, Laws of the Federation of Nigeria, 2004, and Section 1(2) of Terrorism (prevention)(Amendment) Act, 2013.

Gbakor told the court that on June 15, a team of Police Joint Task Force Patrol, led by Mr. Simon Majinga, arrested eight persons, who were arraigned in the same court, on July 7, for the same crimes.

He said that Mrs. Akwaza was among the suspects, but was still at large, at the time of that arrest.

According to Gbakor, “the team reported that the suspects were carrying out acts of kidnapping, hostage taking and terrorism. It said that the criminals, led by Akwaza, his wife, Queen, and one Teryima Ihimbe, operated around Katsina-Ala, Kwande, Ukum and Vandeikya areas of Benue.”

He added that during police investigation, it was also discovered that Mrs. Akwaza was the brain behind the kidnappings and other nefarious acts spearheaded by Zendedoo Tsekaa, one of the suspects arraigned earlier.

Gbakor said that Mrs. Akwaza was arrested on July 7, and she confessed to the crimes.

Though no plea was taken for want of jurisdiction, Chief Magistrate Isaac Ajim ordered that the accused be remanded in prison’s custody and adjourned the matter to August 8 for further mention.

Ajim also ordered the prison authorities to give her a com-prehensive medical check up.

Mother Exchanges 2-Month-Old Baby For Rice, Cement, N200,000


A 20-year-old woman, Chioma Fidelis, has confessed to how she parted with her two months old son, Favour Fidelis, in exchange for half a bag of rice, six chairs, cement and N200,000 cash.

Speaking to newsmen today when she and her accomplices were paraded by the police in Imo State, Chioma said she got pregnant out of wedlock, and that being unable to cater for the newborn, she opted to batter him for the aforementioned items.

Chioma, who hails from Ehime Mbano LGA of Imo State, said she had no option but to accept the offer, allegedly because the baby was suffering from kwashiorkor, and also because she had no
husband to take care of her and the child.

Her female accomplice, one Chidimma Unakalamba, reportedly confessed to selling the baby boy to a couple, Mr. and Mrs. Jonas Anyanwu, who allegedly were in dire need of a male child.

She said the baby was sold for N600,000 to the couple. The baby has been recovered, though.

But a mild drama ensued when the couple insisted that they paid N700,000 for the child.

Unakalamba then admitted that she deducted N137,000 she spent on the child’s medical bills, and that she gave the mother N200,000 and pocketed the remaining.

Osun Perm Sec Kidnapped, Hacked To Death Along Abuja-Okene Road


The Civil Service in Osun State has been thrown into mourning following the abduction and killing of the Permanent Secretary, Bureau of General Services, Office of the Governor, Osun State, Mrs. Olufunke Oluwakemi Kolawole.

Punch correspondent gathered today that the PS was travelling to Abuja from Osogbo on an official assignment when hoodlums kidnapped her and took her to an unknown destination and later hacked her to death.

The deceased was said to be driven in her official car and was going to attend the inauguration of the Permanent Secretary, Ministry of Justice, Mrs Abiola Adewemimo as one of the judges of Industrial
Court when the hoodlums struck.

The Osun State Head of Service, Mr. Sunday Owoeye, confirmed the incident in a statement which he issued to commiserate with the family and colleagues of the deceased.

Evans Hearing: Judge Fines Lawyer For Total Absence

 
Suspected kidnap kingpin, Chukwudumeme Onwuamadike, aka Evans’ lawyer Olukoya Ogungbeje was yesterday slammed N20,000 “punitive cost” for professional misconduct.
Justice Abdulazeez Anka of the Federal High Court, Lagos, said the cost must be paid before July 20.
Evans’ fundamental rights case was billed to be heard by the Judge, but his lawyer wrote, claiming to be ill. Ogungbeje apologised for his absence and asked for adjournment. But, Mr Emmanuel Eze, who represented Lagos State Commissioner of Police, opposed Ogungbeje’s application for adjournment.
He said the applicant’s lawyer did not inform the police that he would be absent, adding that any other lawyer from Ogungbeje’s office could have come to represent Evans.

According to him, it is an “affront” to the court for Ogungbeje not to send another lawyer to stand in for him.
“In view of this, we are of the view that the applicant’s counsel is most unserious with this application. We, therefore, ask for a punitive cost of N100,000 against the applicant and his counsel,” he said.
Awarding the N20,000 cost, Justice Anka said: “Counsel wrote a letter seeking for an adjournment without copying the prosecution. This, to me, is unprofessional. The court hereby warns counsel to desist from such type of practice.”
The judge said the facts before him showed that the applicant was still in police custody.
Hearing continues on July 20.

Ashley first hit the headlines after she urged others to kiss their loved ones goodnight after losing her beloved husband Mikey, saying she was devastated that the last words the couple exchanged were in anger.

The 36-year-old had returned to the pair’s home after a 16-hour shift on May 16 of this year, and was banished to the couch after the fight.

She had no idea he had been working so hard to save money for the couple to be able to travel to Prague for their anniversary on July 3.

"I was shocked, I couldn't believe, I didn't want to believe it," Barton said, explaining her reaction to the tape's existence. "I'm shocked people aren't aware how illegal it is and you can never surreptitiously film someone and when I found out he was bragging about it, I was devastated to learn it was most likely true."

Ugandan Lady Strips Herself In Court After Judge Ordered Her To Be Remanded in Prison


A Ugandan woman shocked everyone in court after she reportedly stripped n*ked to avoid being thrown into prison.

According to reports, the lady identified as Akot Dorcus accused her brother of using police to cause arrest of family members.

The incident happened on Tuesday morning at the Lira High Court in Uganda. Justice had remanded six members of the same family in prison. The Court presided over by Justice Dr. Winifred Nabisinde, a resident judge for Lira circuit sent on remand the suspects over attempted murder.

Those sent on remand until 24th July of this year when Court will pass a ruling are; Olwa Nelson, Okaka Peter, Ochom Martin, Oroma John Peter, Owani Geoffrey and the complainant’s biological mother, Alobo Nancy, 46. They are residents of Nambieso Sub County in Apac district.


Omeny Tom, had dragged his family members to court,accusing them of trying to kill him. He told the court that on the 17th November, 2014, his huts were set ablaze over land related issues.

Akot stripped in protest claiming they were innocent. The fracas brought commotion and drama among police officers,lawyers and court staff who exchanged bitter words with a Field Force Police commandant and his troops.

The situation normalized after Justice Dr. Nabisinde Winifred sent a message ordering for the release of protesting and chaotic Akot Dorcus.

The death has occurred of a House member representing Kware/Wamakko federal constituency in Sokoto state, Hon. Abdullahi Muhammadu Wamakko. A cousin to Sen. Aliyu Wamakko, the 50 year old member died in an Abuja hospital after a brief illness.

Wamakko was before his death, the vice chairman of House Committee on Federal Roads Maintenance Agency (FERMA) and a member of several other committees. He is survived by a wife

'I Never Played Tennis For Money' - Expectant Mom, Serena Williams


Serena Williams, 35, recently told Uninterrupted exactly how she handled her first million dollar check, which she says she “never touched.”

“I just put it in the bank and I just remember I went through the drive through to deposit my check,” she said. “They were like, ‘I think you need to come in for this.’ So I ended up going inside.”

She continued, “I should have taken a picture of it. Selfies didn’t exist back then.”

As Williams’ career took off, so did her finances, but the expectant mother says it was just a
byproduct of her passion for tennis.

“I’ve actually never played for money. I thought you would just go out there and you would hold a trophy,” she said. “Not once did I think about a check. In fact, when I first turned pro, you had to go pick up your check.”

“At the end of the year, the tournament directors would literally hand me the check because I would never go get it,” she said. “I just played for the love of the sport.”

Williams is due to welcome her first child in September, but that isn’t keeping her off the court.

How My Life Changed As I Went To Buy Kerosine For My Mother - Comedian Omobaba


In a chat with Saturday Beats, the comedian who doubles as a singer said that his life changed while he was going to buy kerosene for his mother.

He explained that while he was on his way, he saw an opportunity to showcase his talent and he embraced it.

Omobaba said, “The first time I ever performed in public, it was an open field concert that was organised by different churches and they invited choristers from different churches. I was not billed
to perform because my parents actually sent me to buy kerosene.

 I saw them setting up on my way to get the kerosene, then I approached them and asked if I could perform as a comedian but they said that it was strictly music. I told them to allow me to sing even though I did not come with my band; they said that I could perform comedy for five minutes instead and if they found out I was not funny, they would cut me off. I eventually performed for 20 minutes that day,” he said.

The comedian who prides himself as being the finest entertainer in the country further said that things had not been always rosy for him because the next time he had an opportunity to perform, instead of being paid, he had to pay the organisers.

“The truth is that the next time I had the opportunity to perform, I was not paid; in fact, I paid the organisers of the show about N500 for them to allow me to perform. Eventually, during the course of my career when I started getting paid, I was given N400.

 I thank God for my life because I made my first million before I turned 27 years old. The money was paid in two instalments for the same gig,” he said.

Banker Loses Wife To Kidnappers Five Weeks After Wedding


A banker, who only gave his name as Kingsley, has lamented the loss of his newly wedded wife, Adaoma, to gunmen suspected to be kidnappers.

Adaoma and her husband were abducted on June 11, 2017 while on their way back to Port Harcourt, the Rivers State capital, from Ekpoma, Esan-West in Edo State.

The deceased and her husband wedded on April 29, 2017 in Port Harcourt. Narrating how they were accosted by heavily armed kidnappers around Rumuoji in Emohua LGA of Rivers State, husband to the deceased, who insisted that his name should not be mentioned, explained that he tried to escape
from the kidnappers with the reverse gear immediately they came out of the bush.

“When they saw that I was making an attempt to escape, they began to shoot at the bonnet sporadically and the engine of my car stopped immediately. They came and dragged us out of the car and moved us into the bush.

“The kidnappers were in two groups; one of the groups took my wife to one direction while the other took me to another direction. We were attacked and taken away at about 3.40pm. I was asking them (kidnappers) about my wife’s whereabouts and they assured me that she was with the other group.

“By the time I saw my wife, she had collapsed and her face was swollen. I became afraid and begged them that they should release us so that I could take her to the hospital. They gave me the beating of my life. That was about 8pm.

“When I continued to beg them, they allowed me to call a friend of mine (James) to drive down to the main road that night to pick my wife and rush her to the hospital. The kidnappers ordered me to carry her to the road while they followed me.

“The entire place was dark and I carried my wife and tried to wait and have a rest, the kidnappers would again begin to beat me. This continued until we got to the road. I was told to lay my unconscious wife by the side of the highway with some leaves used to surround her for easy identification.

“They immediately marched me back to the bush. My friend, who knew that we were kidnapped, travelled from Port Harcourt that night to the point where my unconscious wife was dropped. He eventually took her to the hospital, where she was con

firmed dead,” the devastated Kingsley added.

The husband, who was eventually released by the hoodlums around midnight, told Punch correspondent that he was still shocked that Adaoma, who he married five weeks earlier, was killed by kidnappers.

Describing her as an easy-going, God-fearing person and a devout Christian, the husband explained that he was beaten to a pulp after the kidnappers spoke with his pastor, adding that his pastor had cursed them for abducting me and my wife.

“They gave me another round of beating when my pastor spoke with them through my phone and cursed them. My wife must have been punched in the face or hit several times with the butt of a gun. They were dragging her along the bush. That might have caused her to collapse and died,” he said amid tears.

He explained that he had been traumatised by his experience in the bush and felt that the kidnappers could still waylay him again.

However, the State Police Public Relations Officer, Mr. Nnamdi Omoni, said he was not aware of the incident and promised to reach the Divisional Police Officer in charge of Emohua, where the incident happened.

Woman Fakes Own Kidnap To Force Husband To Relocate Her To US


37-year-old woman, Bukola Ogun, said she planned her own kidnap in order to scare her husband into relocating her and children to the United States.

The Oyo State Commissioner of Police, Abiodun Odude, said while parading the suspect and others at the state police headquarters in Ibadan on Friday that Ogun conspired with three other persons, including her cousin, to arrange the crime.

He said, “The Special Anti-Robbery Squad of the command arrested a business woman who conspired with a three-man gang to orchestrate her own kidnap in order to fraudulently obtain money
from her husband, Kayode Ogun, who lives with her in Ibadan.

“The incident happened on July 4, 2017 at around 7.45pm when three armed hoodlums stormed the residence of the supposed victim and kidnapped her. Barely four hours later, the suspects contacted the husband and demanded a N10m for her release.

“The husband, who did not know that it was all arranged by his wife, contacted the police and a manhunt was launched for the hoodlums. Two male suspects were later arrested.”

The suspects arrested are Kayode Adepoju and Olalekan Anafi. Ogun said that her husband, who has dual citizenship of Nigeria and the US, worked for the stock exchange and that the whole thing started like a joke. She added that she lodged herself in a hotel at Imalefalafia area of Ibadan.

“I just woke up one day and thought of a way to make my husband see reason why he should use his American citizen status to take me out of the country. It all started like a child’s play. I told my supposed abductors to tell my husband that the ransom was N10m although I knew he would not be able to pay such money. He is just a salary earner. I lodged myself in a hotel and I was there for two days. I went back home on the third day and no ransom was paid.”

Punch correspondent gathered that the husband, who resided in the US for many years before returning home a few years ago, had already begun the process of relocating the family to the US but the wife thought the process was too slow. They have been married for six years and blessed with two children.

The cousin, Adepoju, said, “She called me and said she wanted to stage her kidnap. She said she wanted to scare her husband with it so that he would see reason why it was necessary for him to take her abroad. We did not collect any money from the husband and we did not use any weapon in the operation. I was arrested a day after we kidnapped her.”

I’d Have Burnt My PDP Card, Flag If Sheriff Had Won - Fayose


The Ekiti State Governor, Ayodele Fayose, said he would have burnt his Peoples Democratic Party’s membership card and the party’s flag if Senator Ali Modu Sheriff had won at the Supreme Court on Wednesday.

The Chairman, PDP Governors Forum said he went to court with a perfume with the intent to destroy the card and the party’s flag.

He said, “I never imagined myself being in the same party with impostors.” The Supreme Court in a unanimous judgement delivered on Wednesday declared Senator Ahmed Makarfi as the authentic
Chairman of the party.

Speaking in Ado Ekiti yesterday the governor, who pointed out that Sheriff and members of his faction had been forgiven, said they must show remorse for causing the party members so much pains.


“I went to court with a perfume which I wanted to use to spray my cards and party flags and set them ablaze even within the court premises if Sheriff had won, that was why I went to court.

“Though I believe that we remain the same PDP family but no one can cause our party such pains and embarrassment and expect that he would go without being asked to account for his actions.

“Even the reactions of Sheriff people shows that we remain together. But the no victor, no vanquished that we said was a mere political slogan. Whoever that participated in this charade must show some reasonable level of remorse for their actions,” he said.

With the Makarfi’s victory, the governor said the PDP would be revived and fortified to play its opposition roles so as to dislodge President Muhammadu Buhari and Acting President Yemi Osinbajo in the 2019 presidential poll.

“Our party had ever remained one indissoluble family. It was only these impostors that were causing troubles but such had been laid to rest. PDP is a formidable force and we shall work up to the grassroots level to convince our people that we are up to the task of rebuilding this nation and win election in 2019”.

Fayose said his presidential ambition was still much alive.

“I am an early starter and that has been my style of politics. In 2003, I started earlier and I defeated Otunba Niyi Adebayo and likewise Dr Kayode Fayemi in 2014.

“I want to tell you that the APC won’t return to the Villa. We shall defeat both Buhari and Osinbajo, we are removing the two together and I want you to believe this.

“When I talk, people would say I always pose like a Nostradamus – a man who can see tomorrow. Whether they like it or not, I shall be in the Villa in 2019, so my ambition is very much alive,” he added.

President Trump Sued For Blocking People On Twitter


President Donald Trump has been party to an eye-watering 4,000 lawsuits over the last 30 years, US media say. And now the mogul turned commander-in-chief has attracted one more, after seven people sued him for blocking them on Twitter.

Mr Trump is an avid user of the social media forum, which he deploys to praise allies and lambast critics. The lawsuit was filed by the Knight First Amendment Institute, a free speech group at Columbia University.

The seven Twitter users involved claim their accounts were blocked by the president, or his aides,
after they replied to his tweets with mocking or critical comments.

People on Twitter are unable to see or respond to tweets from accounts that block them. The legal complaint argues that by blocking these individuals, Mr Trump has barred them from joining the online conversation.

It calls the move an attempt to "suppress dissent" in a public forum - and a violation of their First Amendment right to free speech.

White House Press Secretary Sean Spicer and the president's social media director Daniel Scavino are also named in the lawsuit.

Last month, Mr Spicer said Mr Trump's tweets were considered "official statements by the president of the United States".

The president's @realDonaldTrump Twitter account has 33.7m followers, while the official @POTUS account has 19.3m.

Etisalat Nigeria Gets New Name. Now "9Mobile"


Etisalat Nigeria has just greatly accelerated the pace of its effort to stabilize the troubled telecoms company by changing the name brand.

It was exclusively gathered that the new name is 9Mobile. At an executive meeting held in Lagos two hours ago, the name 9Mobile was adopted and all staff across the country are being notified of the change of name.

Emerging Markets Telecommunication Services Ltd. (EMTS) trading as Etisalat Nigeria on Tuesday informed its customers that a proposed change of brand name will not affect its operations.

The telecoms company is yet to unveil the new brand to the public.

Etisalat Nigeria has 20 million subscribers, making it the country’s number four mobile operator with a 14 percent market share. Our mandate is to make sure the business runs as profitably as it can. What is most important now is to … ensure that the business runs and meets its obligations,” the company’s new chief executive Boye Olusanya said on Tuesday.

He said the telecom company is focused on getting the group back on track.

Buhari Has Done Nothing At All To Grow The Economy & He Is A London Resident - Financial Times


The term “dead cat bounce” derives from the fact that even a dead cat will bounce if it falls from a great height. If you imagine a dead cat soaked in crude oil and dropped from a 50-storey building, you get a rough picture of how Nigeria’s economy is performing these days. Nigeria is expected to grow 2.5 per cent this year after contracting 1.6 per cent in 2016. But the population is also growing at 2.5 per cent. So in per capita terms, things are going nowhere. The reasons for the “recovery” are twofold. First, last year’s performance was so dismal it would have been difficult for the economy to fall further. Without doing anything at all — a reasonable description of policy under Muhammadu
Buhari, the country’s ailing leader and frequent London resident — the baseline effect has worked its magic. Second, the oil that makes up so much of government revenues is flowing faster. In June, production was 1.7m barrels a day, 10 per cent higher than a year ago.

One should, they say, never let a crisis go to waste. That advice has clearly not reached Abuja, where the economic collapse brought on by swooning oil prices was supposed to spur diversification. It has not happened. The danger now is that, having apparently come through the worst, Nigeria will simply go back to business as usual. If oil prices recover, so will headline growth. But the structure and basic dynamics of Africa’s largest economy will remain unchanged.

Nigeria frustrates because of its vast potential. It has 190m people, among the sharpest, most driven and entrepreneurial on the continent. But perverse incentives have diverted the energy of the best and the brightest to mostly unproductive activities: making money through political connections, speculation, round-tripping and arbitrage.

When President Buhari was elected three years ago, he promised to end all this. The economy would be transformed. Manufacturing would be re-energised. So would agriculture, which employs three-quarters of the population but contributes only a fifth of output. The government would wean itself off oil revenue. Mr Buhari — stern, principled, incorruptible — was said to be the man to see this through.

Little has come to pass. Mr Buhari took six months to name a cabinet and became embroiled in a necessary but distracting fight with Boko Haram. He has spent much of the past year convalescing from a mystery illness that has sapped his presidency of vigour and set off a merry-go-round of political jockeying to succeed him. There has been practically nothing in the way of coherent economic policy.

True, there have been attempts to punish individuals for corruption. Yet, like weeds shorn of their leaves, graft will doubtless spring back as lush as ever once the Buhari strimmer is back in its box. An example of failure to cut corruption at the roots is the foreign exchange policy. Mr Buhari was determined to defend the phoney official rate. But the only way to do so was to ration dollars. Given the yawning gap with the black market, this has delivered a delicious arbitrage opportunity to anyone lucky — or connected — enough to get their hands on precious foreign exchange at the official window.

Sadly for hopes of economic diversification, the lucky beneficiaries of dollars did not include manufacturers. Most were actually banned from receiving the foreign exchange they needed to buy inputs or capital equipment. Far from expanding, manufacturing actually shrank last year. The economy is back to square one, gasping for a recovery in oil prices to breathe life back into the system.

There are some promising signs. Agriculture is getting more attention, and there are tentative improvements in rice and other crops. If all goes to plan, by 2019, the country will have a $12bn oil refinery courtesy of Aliko Dangote, Nigeria’s richest man. This is an installation that could save billions in unnecessary imports of refined products.

Nigeria’s constitution is working. In Mr Buhari’s extended absence with illness, the competent and dynamic Yemi Osinbajo has been running the show. Foreign exchange policy has improved. In April, a “growth and recovery plan” was published, laying out plans to cut red tape, improve the tax take, reform state-owned enterprises and move towards a market-determined exchange rate. Such policy prescriptions have been discussed for 20 years. The danger is Nigeria will still be talking about them 20 years hence.

The immediate prospect is for a vicious and enervating power struggle to succeed Mr Buhari, whom few expect to contest the 2019 election. Whoever emerges victorious will doubtless promise to stamp out corruption, diversify the economy and rationalise the oil sector. Cats not only bounce. They also have nine lives.

Rob Kardashian is deeply remorseful for slut shaming Blac Chyna, at least that's what he told his family.

Sources close to the situation tell TMZ ... Rob's spoken with all of his sisters and his mom, telling them he has no excuse for posting nude pics of Chyna and her medical information on social media.

He said he regrets he didn't deal with the Chyna drama privately and said it wouldn't happen again.

One thing Rob did not apologize for, he flatly denied he ever physically abused Chyna.

Rob also acknowledged all of the Kardashian women warned him Chyna was "bad news" and he should stay away- advice he ignored. He told them they were right.

He also said he stayed with Chyna longer than he should have because he grew up in a 2-parent household and wanted the same for Dream.

TMZ is told Rob and family have stayed quiet through the ordeal in an effort to stop the back and forth in the best interest of his daughter.

The women accepted his apology and are hopeful he'll heed their advice.
