PDP Crisis: Bayelsa Governor, Dickson, disagrees with other PDP governors, backs Uche Secondus

Bayelsa State Governor, Seriake Dickson, has rejected a resolution of the Peoples Democratic Party Governors’ Forum which asked Uche Secondus to step aside for the PDP National Secretary, Adewale Oladipo, to take over as acting national chairman of the party.

Mr. Dickson has instead thrown his weight behind Mr. Secondus.

The Bayelsa governor said Mr. Secondus should be allowed to stay on as acting national chairman pending the election of a substantive chairman.

Mr. Dickson’s position, which is contained in a press statement on Saturday, signaled a split among the PDP governors on the choice of who presides over the affairs of the party as its acting national chairman.

For the latest crisis affecting the party at the national level, the PDP Governors’ Forum in their first public statement on Wednesday was united against attempt by a former presidential aide, Ahmed Gulak, to forcefully assumed office as acting national chairman of the party.

The governors described Mr. Gulak’s attempt to seize power as “regrettable and condemnable”.

The forum in another public statement the next day, Thursday, reportedly asked Mr. Secondus to step aside for the PDP National Secretary, Mr. Oladipo, to take over as acting chair of the troubled opposition party.

The Chairman of the PDP Governors’ Forum, Governor Olusegun Mimiko of Ondo state, had said on behalf of his colleagues, “We take cognisance of the judgment by the court in Abuja, which ordered the acting chairman to vacate office for any other person from the Northeast.

“Our party’s constitution has enough provisions for that and the necessary process has been put in motion.”

But Governor Dickson of Bayelsa said in the press statement signed by his Chief Press Secretary, Daniel Iworiso-Markson, that the forum did not at any time nominate someone to take over from Mr. Secondus as acting national chairman.

Mr. Dickson, who has just been re-elected for a second term on the platform of the PDP said going by the party’s constitution, Mr. Secondus, being the deputy national chairman of the PDP, remains the acting chairman of the party.

The governor said, “There can’t be a vacuum and as servants of the law, we must be seen at all times to be people who are duty bound to uphold the law and to do the right things at all times in the eyes of the law.”

Mr. Dickson’s Chief Press Secretary, Daniel Iworiso-Markson, later told PREMIUM TIMES in an interview that the governor was present at the PDP Governors’ Forum’s meeting where a decision was taken to condemn Mr. Gulak’s action, but that he (Dickson) didn’t attend another of the forum’s meeting where a decision may have been taken on Mr. Secondus.

“In the first meeting he (Dickson) attended there was no such decision among the governors that Mr. Secondus should resign,” Mr. Iworiso-Markson said.

The chief press secretary said there has been a tradition within the PDP for the deputy national chairman of the party to become acting chairman whenever a substantive chairman resigned or was removed.

He said Governor Dickson has the right to express his opinion among his colleagues.

A former Nigerian minister, Musiliu Obanikoro who has recently come under fire after his sons were alleged to have taken part in the arms deal scandal has reacted to the scandalous claims.

The immediate past Minister of State, Foreign Affairs and a former Nigerian Ambassador to Ghana, Senator Musiliu Obanikoro has challenged controversial online news platform, Sahara Reporters and the Economic and Financial Crimes Commission (EFCC) to sincerely publish the names of the Directors and signatories to the alleged Silva McNamara Limited account to the public as at when the said money was paid instead of demonising and deceiving Nigerians with vague, contrived and distorted information.

Obanikoro is appalled by the public political persecution embarked upon by these agencies noting that there is nowhere in the world where investigations are being conducted using the pages of the newspapers.

In a statement signed on Saturday by one of his Media Aide, Mr. Jonathan Eze, it queried the wisdom and logic of bandying figures and associating same with his sons who are thorough bred professionals in their own rights reminding them that the court of law is and remains the judicial institution for trying cases and not whipping sentiments in order to give the dog a bad name and hang it.

The statement opined that Sahara Reporters is propagating these lies and propaganda because of the legal cases against it by the former Minister for misleading the public and defaming his hard earned name and reputation having served the nation in various capacities with enviable untainted records of public service. It urged the EFCC to be straight and above board in their investigations and avoid speculations and conjectures that are infringing on the fundamental human rights of his sons.

The statement reads in parts: " Associating my sons to the Sylva McNamara account that allegedly received funds from the office of the embattled National security Adviser is highly preposterous and unthinkable.

"I am particularly amazed by the fact that trials and investigations are being done using the media unconventionally just to satisfy the cravings of political entities who are desperate to rub my hard earned reputation in the mud.

"Since the invicinble Sahara Reporters whom I have legal cases against are at the forefront of misleading the public and defaming my person, perhaps rationalizing that I would withdraw pending suits against it, I am using this medium to challenge it and the EFCC to publish in good conscience the signatories and the names of the directors of the said company and to restate that I shall conclusively pursue this injustice and infringements to a logical end.,

2016 budget is ambitious but must be fully implemented – Senator Hunkuyi

Senator Suleiman Othman Hunkuyi representing Kaduna North Senatorial District (APC) has described the nation’s 2016 budget as a very ambitious one with a far reaching goals.

Speaking with DAILY POST on Saturday, Hunkuyi averred that the budget, the first the All Progressives Congress government was presenting, is to meet the yearnings and aspirations of Nigerians.

“The APC government is a product of ambition of electorate and this is the first budget being presented by the government with a far reaching goals, so we must avoid the mistake of past government and implement it fully in order to sustain confidence of the people”, Hunkuyi said.

Hunkuyi identified a three areas the budget tend to address irrespective of economic meltdown of the nation as capital expenditure, doubtful debt repayment of the the previous administration and governance.

“The three components are, one, the N6.1 trillion budget which is the highest in the entire history of governance in Nigeria. Secondly, The N1.8 trillion capital budget representing 30% total expenditure profile, a record that has never been attempted within the 16 years of the PDP misrule in Nigeria. Thirdly, the N1.4trillion, otherwise doubtful debt repayment profile of the PDP ousted Administration.”

According to him, the ousted Jonathan led government left behind a near comatose economy which has resulted to the falling of Naira to an all time low of N290 to N300, a situation he said President Muhammadu Buhari has been making efforts to solve.

Hunkuyi further noted that looting and fuel subsidy scam in the past was responsible for lack of resources which has made the current government to run a deficit budget.

“In the last 16 years of the PDP government, they had always run year in, year out, a deficit budget where a chunk of money was stolen. This is clearly shown in the two notorious issues of Dasukigate and fuel subsidy scam”..

“Even strong economies of the world, like United States of America and China ran deficit budget to address challenges, less daunting than the ones we are facing in Nigeria,” he argued.

Coca-Cola (KO.N) has bought a 40 percent stake in Nigerian juice and snack producer Chi Ltd, it said on Saturday, as it continues to expand in Africa to tap a young and fast-growing population.

The U.S. drinks giant bought the stake from unlisted TGI Group, the two companies said in a joint statement, but did not disclose the value of the sale.

Coca-Cola "intends to increase ownership within three years, subject to regulatory approvals while working on other long-term commercial structures", the statement said.

It already has a significant presence in Nigeria selling its fizzy drinks.

One industry source said Coca-Cola was paying a "triple-digit-million-dollar" amount for the stake. Sources told Reuters last year Chi was valued at as much as $1 billion.

Lagos-based Chi Ltd, whose owners had been considering a sale for some time, produces mostly fruit drinks, iced teas, snacks and dairy products. TGI is owned by a European family, according to industry sources.

"The parties have agreed to jointly discuss and explore other opportunities in the region to further develop this relationship," the statement said, without elaborating.

The investment comes as Nigeria faces one of its worst economic crises for decades as a slump in oil prices has eroded public finances, hammered its currency and hit consumer sentiment.

In August 2014, Coca-Cola said it would invest $5 billion with African bottling partners in new manufacturing lines and equipment, as well as safe water access programs, over six years.

FIRS Boss Joseph Osagie Arrested For Bribery & Abuse Of Office

The EFCC has arrested Abumere Joseph Osagie, deputy director, regional tax office, Federal Inland Revenue Service, FIRS, in a case of abuse of office and bribery.

The suspect was picked following a complaint about his attempt to extort a university proprietor N5 million.
Osagie and Jamila Ojora had on January 27, 2016 allegedly approached Senator Ahmed Datti, the Chancellor of Baze University, Abuja and gave him a tax assessment of N20,029,496 through a letter of intent, which he paid.

However when he requested for the assessment certificate, they refused to oblige him. Instead they allegedly demanded for N5 million gratification.

All pleas by him fell on deaf ears. Consequently, he petitioned the EFCC, and was advised to play along.
Consequently, marked N5 million was delivered to the director through Ojora in a sting operation.

Ojora was arrested after she collected the N5m. He confession led to the arrest of Osagie.
The houses of the suspects were searched by operatives of the EFCC, and documents were recovered.

Investigations continue.

The panel investigating the alleged diversion of $2.1bn meant for arms procurement under the immediate past administration of Dr. Goodluck Jonathan has embarked on a discrete investigation into the former Minister of State for Defence, Sen. Musiliu Obanikoro.

It was gathered that the team of EFCC investigators had traced the sum of N4.75bn to the account of Silva McNamara Limited with Diamond Bank with links to the family of the former minister.

A top operative of the commission, who confided in our correspondent, said that the company had two sons of the former minister on its board.

The names of the relatives on the company’s board are Gbolahan Obanikoro and Babajide Obanikoro.

It was stated that the duo were on the board of the company till 2014 when one Olalekan Ogunseye became the sole signatory to the company’s account.

Investigations revealed that the funds were paid into the McNamara account from the Central Bank of Nigeria Imprest Account of the National Security adviser between June 6, 2014 and December, 12, 2015.

The breakdown of the lodgements of funds into the account during the six months period revealed that N200m was paid into the account on June 6, 2014; N2bn on June 16, 2014; N60m on July 6, 2014 and N7, 000m on July 7, 2014.

Other lodgements into the account within the period include the payment of N1bn on July 30, 2014; N160m on August 8, 2014; N225m on August 22, 2014; N200m on November, 14, 2014 and N200m on December, 5, 2014.

The source said that the commission was probing the payment of N4.75bn to McNamara because the funds were released without any contractual evidence.

Nigerian Medical Association (NMA) has expressed shock that N60 billion, equivalent of 1% of consolidated revenue guaranteed by the National Health Act to fund basic health, is missing from the 2016 budget.

The group lamented that President Muhammadu Buhari’s N6.08 trillion “budget of change” only provides N1, 448 per capita health spending, lower than the N1, 546 per capita spending in 2015, compared with a recommendation of N6, 908 by the World Health Organisation.

A statement on Friday signed by NMA president, Dr Kayode Obembe, asked the National Assembly to “urgently review and revise the paltry allocation of N221.7 billion to the health ministry in the 2016 Appropriation Bill.”

It condemned “the sharp departure from the prescribed 15% of the national budget for health made in 2001 in a meeting of African Heads of States and Government which Nigeria hosted in Abuja.”

“Allocation for health amounts to only 3.65% of the 2016 budget and would never encourage the advancement of universal health coverage which is the only panacea towards improving availability, access, quality and efficiency of the health services to reduce the disparaging health indices which continue to malign the image of our country in the comity of nations.

“It is our considered opinion that Nigeria should show the way and provide leadership in Africa after having failed in this regard since 2001.

“Health allocation has hovered between three and six percent since 2001, compared with one-third of countries at the Abuja Declaration that have allocated at least 10% of their budget to health.

“Tanzania, Rwanda, Swaziland, Ethiopia, Malawi and Central African Republic have all marked up to 15% of their budget for health, according to WHO figures.

“It is on this premise that we call on the National Assembly as the only organ that could mitigate this looming disaster in the healthcare delivery sector in 2016 at this juncture, to look dispassionately without any partisan sentiments at what should be done to substantially increase the allocation to the health ministry in order to deliver better healthcare to the Nigerian people,” said Obembe.

He said despite government’s lofty plans to revitalise 1000 primary health centres by 2017 and upgrade tertiary hospitals to centres of excellence in order to mitigate medical tourism, only commensurate funding could drive the proposals to reasonable actualisation.

“In this era of reduction in oil revenue, the economy will rest mainly on human resource potentialities and manpower developmental output,” said Obembe.

“Therefore the only road to economic recovery is for the Government to guarantee basic minimum package of healthcare to every citizen through Universal Health Coverage, UHC.

“The panacea for the UHC is Community Based Health Insurance. This is achievable by increased budgetary allocation to healthcare (15%) and operationalization of National Health Act.”

My Senatorial Seat Not An Issue In S’Court Case, Says Andy Uba

Senator Andy Emmanuel Uba representing Anambra South Senatorial District today (Thursday) urged members of the public, particularly the people of Anambra State to disregard insinuations that the verdict of the Supreme Court delivered today in the case of Ejike Oguebego and other Versus People’s Democratic Party (PDP) and other, affected his seat in the National Assembly.

Senator Uba in a statement from his office in Abuja said he was not a party to the suit just as his name or his seat was not mentioned at any stage of the suit which commenced in 2014 at the Federal High Court.
He added that the issue in contention in the case decided by the Supreme Court was on the chairmanship of the Anambra State chapter of the PDP and the constitution of its State Executive Committee.

He noted that the wrong and false interpretation being given to the verdict of the apex court was a calculated mischief planned by certain politicians in Anambra State who are simply interested in confusing issues.

“They are just raising a false alarm. National Assembly election matters do not get to the Supreme Court. The Court of Appeal is the terminal point. Also, there are no pre-election issue concerning my candidacy. Those who think they can get through the back door what our party members and the electorate did not give them are the ones giving this wrong interpretation to the verdicts delivered today.

“I have directed my lawyers to engage the Supreme Court so as to clear this mischievous information being peddled by some politicians”, Uba said,

Sen. Stella Oduah On Friday in Abuja, described as “a misinterpretation”, media reports which quoted a Supreme Court judgment to have sacked her and other federal lawmakers from Anambra.

Reports in the media said that the apex court had ordered the replacement of Oduah and other federal lawmakers from the state, saying that their nomination to contest in the 2015 election was wrong.

In a statement issued by Cynthia Ferdinand, Press Secretary to the Senator, Oduah said that the report in the media was misleading as the apex court did not order the withdrawal of her certificate of return.

She said that the judgement of the Supreme Court said that it was only the National Executive Council of a political party that had the legal right to sponsor candidates in an election.

Oduah, therefore, stressed that she and all the other lawmakers from Anambra state have not been sacked by the Supreme Court contrary to media reports.

‎“It is pertinent to note that this is a mere misinterpretation of the Supreme Court rulings and‎ should be disregarded in all entirety‎.

“The Supreme Court did not order the withdrawal of the Certificates of Return issued by the Commission.

“It did not hold that the faction of the PDP had the right to sponsor candidates for the Peoples Democratic Party (PDP).

“It did not equally authorise the Commission to substitute our clients with the individuals whose names were on the list improperly allowed by the Commission,

“Series of judgment of the Supreme Court of Nigeria states that it is only the National Executive of the party that has the vires to sponsor candidates,” she said.

Meanwhile, the solicitors to the nine lawmakers allegedly sacked, have written to the Independent National Electoral Commission (INEC) not to also fall into the folly of misunderstanding the judgment.

The letter signed by the lawmakers urged the commission not to allow itself to be misled by its legal department just as it was initially misled to accepting the list presented by the state chapter of the party.

The lawmakers stressed that separate rulings of the Supreme Court including that of Jan. 29, upheld that only the list submitted by the National Executive Committee was valid.

“This correspondence is aimed at setting the record straight so that your good self will not again be misled by your legal department into unjustifiably occasioning an unnecessary confusion in the process.

The letter also drew the attention of INEC to pages 46, 47 and 48 of the judgment of the Supreme Court to further buttress the point that the court did not sack their clients.

The solicitors stated further that the apex court did not authorise the Commission to substitute the lawmakers’ names with the individuals whose names were on the list improperly allowed by the Commission.

NAN reports that the media was awash with reports that the Supreme Court had sacked the nine remaining lawmakers from Anambra state.
