An inseparable couple who were married for 76 years and went everywhere together including work have died within three days of each other.
Phyllis and Miles Higgin met at a dance in 1933 when she was just 15 years old - marrying in 1939 and only separated when he was sent to war.
They even worked alongside each other running pubs and once retired would go out for walks with their dog up to three or four times a day.
Even as they fell ill they shared a double room together at their care home in Burnley, Lancs.Their family say Phyllis died aged 97 - and Miles died just three days later aged 99.

Loved ones thought poorly Miles would go first but believe "he waited for her to die - he didn't want to leave her alone."
Their only child, Angela Hartley, 66, paid tribute to her parents' wonderful love story.
She told how they shared a double room at the Abbey Grange Care Home in for the past 19 months and were much loved by the staff there.
Mrs Hartley said:
"They would holiday together, shop together, walk together. They did absolutely everything together. They didn't spend any time apart. They never talked of having a secret to their marriage but would always talk things through and would do everything together. At the end of the day they just loved each other very much. They would sit together holding hands all day long and my dad would be constantly telling staff that he loved her. He had the staff in tears all the time."

During the gruelling five hour surgery the fat was sucked out of her arms, back, abs and thighs using liposuction and then injected into her bum. Marlene's new bubble butt meant that she was too bootylicious to fit into any of her old jeans and shorts.

With a bum to rival Kim K's, Marlene didn't waste any time and went on a shopping spree to style herlself like her favourite reality star. She said:
"Nothing fits so I've had to buy everything new. I've done lots of shopping to replace my wardrobe. Clothes for the most part have to be high-waisted.

"I was so excited with my new body that I was sure to buy outfits that Kim K would wear. I bought a couple of bodysuits and pencil skirts like she's always wearing

But this wasn't the first time that Marlene had enhanced her assets as she also had a boob job back in 2012. Now she's happy with her body and doesn't plan on having any more procedures any time soon.

"As of right now, I will enjoy my new body before adding any other surgeries," said Marlene.

"I had mixed emotions about the procedure. I was excited, anxious, nervous, happy and scared all at the same time. But ultimately, I was ready to have the body I wanted.

"Overall life is good and I am happy. I've also received plenty of attention from both sexes… not just guys either.

"Many people in today's society still ridicule plastic surgery, but I can attest that some results can never be achieved with diet and exercise alone.

"I believe that my results would never have been achieved by exercise simply because of my anatomy.

The butt job was carried out by one of Florida's most sought-after plastic surgeons Michael Salzhauer, 43, who's better known as Dr. Miami. And according to him, the demand for round rumps is soaring thanks to big-bottomed celebs like Kim, Beyonce, J-Lo who have "coke bottle" shaped figures.

The market which has been in existence for more than 40 years and has been closed for some time to curb the security challenges in Oshodi.

According to the Commisioner for Information and Strategy, Mr. Steve Ayorinde, the area will be transformed to a an ultra-modern bus terminal.
"The Owonifari area will be transformed into an ultra modern bus terminal with new bus shelters that are befitting of a structured park in a mega city."
The demolition of the said area was directly supervised in the earlier hours of Wednesday by the Lagos State Governor, Mr Akinwunmi Ambode.
But the question remains, what then happens to the people who made a living from the shops and stalls that were demolished.

Mallam Adamu Ciroma, journalist, administrator, politician, former minister of different portfolios and erstwhile governor of the Central Bank of Nigeria, CBN, is one of Nigeria's leading statesmen.

Ciroma, who was third in the 1978 presidential primaries of the defunct National Party of Nigeria, NPN, subsequently turned out to become a close confidant of President Shehu Shagari and served as minister in the Second Republic. He was also a close confidant of President Olusegun Obasanjo in the Fourth Republic and a rallying figure in the northern opposition to the 2011 presidential bid of President Goodluck Jonathan. Ciroma has largely kept out of the public eye despite the active participation of his wife, Hayiya Maryam Ciroma in the affairs of the Peoples Democratic Party, PDP.

In this interview with Vanguard, he speaks on issues in his party, the PDP, the polity and among others. Excerpts:

You have been quiet for long on issues. Why?

There is no issue and I don't have to talk to the media or anybody.

As a founding father of the PDP, a lot of things went wrong and the party lost after 16 years in government. What do you think really happened?

You are a reporter and you have been following events more than me. Some of the things which caused the downfall of the party, have already been reported by you, and some of them were the cause of controversy in the party, for example about the presidential candidate where he comes from.

Do you also agree that there were also issues of lack of respect, lack of internal democracy in the party?

Everything about Nigerian politics and the formation of PDP and the management of affairs during the PDP period are known by you and indeed by everybody and everyone is even tired of them.

Now even the new government that has not been formed yet properly has not settled yet, has not done anything yet, why do you want to confuse us again about the PDP period? You know everything about PDP period; you know everything they are doing even now. I don't want to be in the press because you have come to ask me questions.

How can we get to the end of the Boko Haram insurgency?

The President has asked the military to bring the insurgency to an end by the end of December, this is official, everybody has heard of it and everybody is praying for the success of the president and everybody wants to help. So we pray that what the President said comes true and we hope that this nation will be able to have peace.

Was setting a time line for it really feasible?

I am not a military personnel, I am not a member of the police force.

Worries about foreign exchange

I am not a member of any of the security agencies; so I am not the one to answer that question.

How would you assess the government of President Muhammadu Buhari?

I have just told you that the government that was elected after the elections has not yet been properly established; ministers have just been named and approved by the Senate, the ministers are still familiarizing themselves with their ministries; so it is too early to ask what they have done or how they are doing it.

In fact, a lot of the worries people have now, is about the economy and the foreign exchange and things of that nature. It is now for the president to look at what the people are saying and deal with the problems of which they are throwing up and it is his duty to do that.

How will you assess  the present economic team of Mr President and his economic blueprint? And if you are to proffer an economic advice, what would you recommend?

You go and ask Udo Udoma and the Minister of Finance to explain to you their positions on things as they have outlined their programme to the President. I am not governor of the CBN now; I have not been the governor of the CBN for a long time.

Even, I was the minister of finance a long time ago. So all I know is that people are worried about foreign exchange, about financial transactions, about banking and I know that the government knows about these problems; though I expect the government to deal with them.

Nigerians will want to share in your experience on how you succeeded as finance minister and as CBN governor.

I did not have the same problem with the present government. I am old fashioned. Our view was that finance must deal with funding government activities, paying government workers, paying for economic development and once you put an item in the budget, you may consider it already done because government must find the resources to do them; in fact they will not put anything in the budget if they cannot find the resources to do them.

So our own way of doing things was old fashioned and when we say things you know, they will be done. But the present government is just settling in. I don't know their plans.

Part of their plans is to deregulate the price of petroleum which could see the price go up in future. Is there hope?

Udo Udoma laid out his views of what is likely going to happen to the economy. The Minister of Finance has said she expected there should be a lot of hard times next year.

Alleged arms deals

But I am sure that from now on, they are trying to ensure that only good things happen, that the problems they are afraid of will be avoided and I am sure that they are going to do their best.

Are you worried by the revelations on the alleged misuse of the security funds raised against the former National Security Adviser, Col. Samo Dasuki?

The issue of the alleged arms deals involving the former National Security Adviser is just something which is unfolding and you know that the matter is in court, the EFCC is trying to prosecute some of those involved and you can see the complication in public affairs where something begins with security adviser and ends up with the distribution of money at party level for the campaign.

So we are still in the middle of these things, we don't know how it is going to end. You just for the time being take note that people are being arrested, some are being tried and some denying receiving money from the security adviser. So the issues are going to clarify themselves in due course when EFCC has finished trying those who are accused.

Col. Sambo Dasuki mentioned that some party leaders were involved and they used it as campaign funds for the party, was it right and during your time did it happen that money maybe from the NSA or so, will be directed to the party?

Anything in politics, no matter how you deal with it secretly, eventually becomes public, eventually people will get to know about it. What didn't get exposed didn't happen.

So the issues they are having now are issues that have happened. It didn't happen before and that was why it was not exposed. And I don't know the details of what they did.

The PDP recently organized a national conference supposedly to heal wounds? Did they get it right?

You know it more than myself, you were there, you reported the thing. I was not there, they said I would be there, but I was not there. Did they not say I would be there?

Why didn't you attend?

I was not there because I wasn't clear in my own mind what they were trying to do.

Meaning they didn't come to explain, they didn't visit you?

They visited me, they explained, but I was not convinced.

Immediately after the election, two prominent PDP leaders resigned their positions in the party Adamu Muazu and the next day the chairman BoT, Chief Tony Anenih, what is your take on this?

I will not. Adamu Muazu is alive and well, the former chairman of BoT is alive and well.

Winning and losing

It is more interesting to get them to talk than to ask me a retired person to talk about things which happened when I was not there.

HSBC cuts ties with UK Islamic charity over 'terror' fears

UNITED Kingdom based banking giant HSBC has ended its links with Britain's biggest government-funded Muslim charity allegedly over fears of terror funding.

The bank had taken the decision to cut ties with Islamic Relief a year ago amid concerns that cash for aid could end up with terrorist groups abroad, 'The Sunday Times' reported today.

The decision, which has not been made public before, has upset the charity, which receives millions of pounds from the UK's Department for International Development (DfID).

Islamic Relief says HSBC's stance led to delays in buying tents for survivors of the Nepal earthquake last year.

HSBC has halted services for other Muslim groups in the past, but Islamic Relief – which operates in more than 40 countries – is the most high-profile to be affected.

Imran Madden, Islamic Relief's UK director, said discussions took place with HSBC in 2014 in which "the bank felt it difficult to continue its relationship with us due to the nature of our work".

Madden told the newspaper: "They invited us to end the relationship - which we did at the end of the year. We were and remain extremely surprised by HSBC's stance.

"Islamic Relief's mission is to alleviate poverty and suffering where most needed and that means we are committed to operating in complex conflicts where proscribed organisations are sometimes active.

"It appears that this is deemed a risk too far by HSBC, but we continue to be trusted to deliver aid in such places by governments and by other financial institutions."

The charity was set up in 1984, and from 2012-14 received about 4 million pounds from DfID's aid budget including funds to educate children affected by the Syrian war.

DfID said funding was subject to "rigorous checks".

A source close to the charity told the 'Times', its problems with HSBC stem from its work in the Middle East, including projects in Gaza and Syria.

The Israeli government had banned Islamic Relief from the West Bank in 2014, accusing it of funnelling money to Hamas, which Israel, the US and EU regard as a terrorist group. The charity denies the claim and said an independent audit found no evidence to support it , a view shared by the DEC and DfID.

The charity, which spent more than 70 million pounds in 2014, still banks with other major British banks Barclays and NatWest, according to its accounts.

HSBC said: "Whenever we review a customer relationship, we gather information from a wide range of sources and take a number of factors into consideration.

"For a business customer these factors would typically include the type of activities the business is involved in, the jurisdictions in which it operates and the products and services it uses.

"Although we can't always be specific about why we decide to close an account, a decision of this kind is never taken lightly and is never due to the customer's race or religion."

'Unemployment crashing Nigerians' marriages'

A cross section of Nigerians have decried the alarming rate of break-up of marriages in the society as shown in divorce cases in customary courts.

The stakeholders, who spoke to News Agency of Nigeria, NAN, in separate interviews, expressed sadness over the development, noting that the Nigerian family system was fast degenerating into fragmented society.

Investigation by NAN at two customary courts in Mapo, Ibadan, Oyo State, revealed that between January 2014 and December 2015, no fewer than 500 divorce suits were filed out of which 468 of the marriages were dissolved.

Speaking on the development, Chief Ademola Odunade, Presiding President of one of the customary courts, identified high rate of unemployment in the country among factors responsible for broken homes.

He explained that most of the divorce cases in the courts were as a result of the inability of the man, the head of the family, to cater for his wife and children.

The judge advised that spouse should always learn to revert to the old practice of using intermediary who could easily mediate when marital crises arose rather than seeking dissolution of their union in court.

Another Ibadan based customary court president and a community leader, Mr Henric Agbaje, said that fading culture of payment of bride price and dowry was responsible for collapse in marriages.

Agbaje explained that though men at that time had many wives because of the nature of their occupation (farming), they still cohabited peacefully and displayed sincerity and tolerance.

The jurist identified disintegration of cultural and family values occasioned by modern trends as among the factors for the high rate of divorce.

In her contribution, Miss Toibat Oladele, a divorcee, noted that investigating one's spouse thoroughly during courtship was imperative to a successful marriage.

Another divorcee, a banker, who identified herself simply as Morayo, said that her marriage lasted for just 18 months when she quitted.

Some other divorcees who spoke on condition of anonymity identified infidelity, irresponsibility, negligence, distrust and sexual starvation among the reasons for the break in their marriages.

Mr Mojeed Adeleke, a regular observer of divorce cases at Mapo Customary Courts, said that old spouses who were supposed to be good examples to newly married ones were not doing any better, judging from cases in the courts.

Adeleke frowned at the high rate of divorce cases involving couples in their late 60s and 70s.

He noted that in most cases, the unions had reached four to five decades with their children already grown up and even married. Professor Adeniyi Olatunbosun, the Dean of Faculty of Law, University of Ibadan, said the high rate of marriage dissolutions arose from social problems such as bad economy and intolerable attitudes. He said government should address the challenge of high rate of unemployment in the society to reduce divorce and encourage blissful marriages.

Professor Julius Ademokoya, also of the University of Ibadan, said that cultural, attitudinal and lack of proper understanding of what marriage is all about contributed to the high rate of marriage break up in the society.

Ademokoya, a rehabilitation counsellor, advised would-be couples to always understudy themselves properly and iron out all issues before embarking on the lifelong journey called marriage.

Mr Kolawole Oyerinde, an Ibadan based lawyer, said s that at least five divorce cases were filed daily at the Oyo State High Court.

Another expert, Professor Oka Obono, Director, Centre for Peace and Conflict Studies, CEPACS, University of Ibadan, explained that the context of modern industrial society was largely responsible for setbacks in marriages.

Obono said many marriages crumbled owing to constant mobility occasioned by transfer at work which created disharmony among couples.

The sociologist counseled that couples should imbibe the culture of patience and moral accountability.

Mr Dotun Odebode, an Ibadan based pastor, blamed the rising divorce cases on the refusal of couples to allow God to decide for them through fervent prayers.

IGBO leader, Chief Rommy Ezeonwuka has applauded the Appeal Court judgment, which declared candidate of All Progressives Grand Alliance (APGA), Alex Otti, as winner of Abia State governorship election held on April 11 and April 25, 2015. Ezeonwuka described the judg­ment as a true reflection of the people's votes and a New Year blessing for the state.

The Governorship Election Appeal Tribunal sitting in Owerri, Imo State nullified the election of Abia Gov­ernor, Okezie Ikpeazu and declared Dr. Otti of APGA, winner of the April 11 and April 25 supplementary elec­tions.

The five-member panel, headed by Justice Oyebisi Omoleye, annulled the election on grounds of substantial non-compliance with the electoral law.

Ezeonwuka, a member of the Board of Trustees (BoT) of APGA said with the victory, Abia was reborn and added that the emergence of an APGA governor marked the beginning of freedom of democracy and good gover­nance that the people of the state had yearned for.

Reacting to Governor Ikpeazu's decision to drag the case to Supreme Court, he added, "as Ogirisi Igbo, I am bold enough to predict and express the hope that the Supreme Court will uphold the judgment of the Appeal Court.

"Personally, as Ogirisi Igbo, I am vindicated because I predicted that Otti will win the election and liberate Abia from the shackles of PDP and he won as the Appeal Court has rightly declared."

33 year old Mark Salling who plays Noah 'Puck' Puckerman in the hit FOX series Glee was arrested by LA Police on Tuesday morning after police raided his home in Sunland, California after they got a tip off from his ex-girlfriend. Cops searched the 33-year-old's computer and say they found more than a thousand indecent images of child sexual exploitation. The children found on his computer were said to be less than 16 years old.

He posted bail of about $20,000 later on the same day. Possession of more than 600 images can carry a punishment of up to five years in prison. His court date has been set for January 22.

According to CrimeWatchDaily who first reported the story, Salling didn't let police into his house at first, so they had to resort to use of battering rams before they could get into the house.

Leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Buhari as a terrorist, evil and a paedophile during one of his programmes on his radio station on August 1st this year. Kanu tendered the apology for his comment against Buhari, Jonathan and others in a statement which he made to the DSS on October 23rd.

The statement in part reads
"Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President. Before PMB (President Buhari) there was the administration of Goodluck Jonathan. I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders. All I was trying to do is to draw attention to the problems afflicting society and something done about them."‎.
He says he is however not apologetic on his stand for the actualization of the Biafran state. Kanu who is standing trial for treason and five other offenses, was arrested on October 14th this year. He was recently charged to court by the ‎federal government.

"Consequently, it is necessary to clarify some rules pertaining to captured prisoners to avoid any violations in dealing with them."
    It is not permissible for the owner of a female captive to have intercourse with her until after she has had menstrual cycle and becomes clean. If she does not menstruate and is pregnant, he is not allowed to have intercourse with her until after she has given birth. It is not permissible to cause her to abort if she is pregnant. If the owner of a female captive releases her, only he can have intercourse with her and he cannot allow someone else to have intercourse with her. If the owner of a female captive, who has a daughter suitable for intercourse, has sexual relations with the latter, he is not permitted to have intercourse with her mother and she is permanently off limits to him. Should he have intercourse with her mother then he is not permitted to have intercourse with her daughter and she is to be off-limits to him. The owner of two sisters is not allowed to have intercourse with both of them; rather he may only have intercourse with just one. The other sister is to be had by him, if he were to relinquish ownership of the first sister by selling her, giving her away or releasing her. If the female captive is owned by a father, his son cannot have intercourse with her and vice-versa. Moreover, intercourse with his wife's female captive is also not permissible. If a father had intercourse with his female captive then gave her away or sold her to his son, he is no longer permitted to have intercourse with her. If the female captive becomes pregnant by her owner, he cannot sell her and she is released after his death. If the owner releases his female captive then he is not permitted to have intercourse with her afterwards because she has become free and is no longer his property. If two or more individuals are involved in purchasing a female captive, none of them are permitted to have sex with her because she is part of a joint ownership. It is not permissible to have intercourse with a female captive during her menstrual cycle. It is not permissible top have anal sex with a female captive. The owner of a female captive should show compassion towards her, be kind to her, not humiliate her and not assign her work she is unable to perform. The owner of a female captive should not sell her to an individual whom he knows will treat her badly or do unto her what Allah has forbidden.

Nigeria  cashew exports are  worth $250 million (about N49.7 billion) yearly, according to the National  Cashew Association of Nigeria (NCAN).

Speaking at a logistics meeting in Lagos, yesterday, its President, Pastor Tola Faseru said the average export price goes up  year ly with increased demand coming from consuming  nations.

He said Vietnam and India remained Nigeria's largest buyers.

Globally, stocks of nuts, including cashew, in North America and Europe had been low, while global demand had increased. This offers good prospects for the Nigeria's cashew industry this year, he said.

The industry, according to him,  is expected to earn $250 million from export of 180,000 tonnes of cashew nut.

He said global demand for its nut has been forecast to go up. He urged exporters to pay more attention to improve product quality and ensure hygiene and food safety to enable exports.

He  said the cashew industry has developed in recent years and focused on improving technologies.

Faseru  said the industry  wants to increase cashew cultivation area, nationwide and produce 500,000 tonnes by 2020.

He said the association was working with farmers and the government to develop cashew growing areas and giving technical support to farmers to help them increase profits.

To enable Nigeria improve its position as a major  cashew exporter, he said the association decided to hold a meeting with operators across the port value chain in order to reduce the transit time for cashew exports.

He told exporters and farmers that forging a united front can help revamp the cocoa sector, which has over the years, sustained the economy, adding that the collaboration of stakeholders was crucial in global cashew sustainability.

EFCC to arraign ex-PDP chair Bello, others for theft of N300m

The Economic and Financial Crimes Commission (EFCC) has revealed that a former National Chairman of the Peoples Democratic Party(PDP), Dr. Haliru Bello and his son, Abba, got N300million about 11 days to the presidential election.

The cash was drawn from the account of the Office of the National Security Adviser (ONSA) with Central Bank of Nigeria (CBN).

Bello, who was still in the hospital as at last night, is likely to be arraigned today before the Federal High Court Abuja on four-count charge.

Other accused persons are Abba and BAM Projects and Properties Limited.

A top source in the EFCC said: "All things being equal, we will arraign the suspects in court on Wednesday. The EFCC prosecutors are already on standby.

"Concerning the ex-PDP National Chairman in the hospital, when we get to the bridge, we will cross it. The Operations Department will determine his fate based on medical records."

In the charge sheet, the EFCC claimed that Bello, a former Minister of Defence, got the N300million cash on March 17, 11 days to the presidential election.

The election was held on March 28, 2015.

In the charge sheet, filed by the Deputy Director of Legal and Prosecution Department of EFCC, Aliyu. M. Yusuf, the three accused persons were alleged to have engaged in unlawful possession, conversion, and theft of N300million.

The charges: "That you Bello Abba Mohammed, BAM Projects and Projects and Dr. Haliru Bello on or about 17th March 2015 in Abuja within the jurisdiction of this Honourable Court took possession of the sum of N300million paid into the account of BAM Projects and Properties Limited with Sterling Bank Plc from the account of the Office of the National Security Adviser with the CBN when you reasonably ought to have known that the said fund formed part of the proceeds of an unlawful activity of Col. Mohammed Sambo Dasuki(rtd), the then National Security Adviser( to wit: criminal breach of trust and corruption) and you thereby committed an offence contrary to Section 15(2) (d) of the Money Laundering (Prohibition) Act 2011 as amended in 2012 and punishable under Section (15) (3) of the same Act.

"That you Bello Abba Mohammed, BAM Projects and Properties Limited and Dr. Haliru Bello on or about 17th March 2015 in Abuja within the jurisdiction of this Honourable Court converted the sum of N300million which sum was transferred from the account of the  Office of the National Security Adviser with the CBN purporting same to be for "Safe Houses" but which you claimed to have for political campaign and when you reasonably ought to have known that the said fund formed part of the proceeds of an unlawful activity of Col. Mohammed Sambo Dasuki(rtd), the then National Security Adviser( to wit: criminal breach of trust and corruption) and you thereby committed an offence contrary to Section 15(2) (d) of the Money Laundering (Prohibition) Act 2011 as amended in 2012 and punishable under Section (15) (3) of the same Act.

"That you Bello Abba Mohammed and BAM Projects and Properties Limited on or about 17th March 2015 in Abuja within the jurisdiction of this Honourable Court did retain the sum of N300million on behalf of  Dr. Haliru Bello and Col. Mohammed Sambo Dasuki (rtd), the former Chairman of PDP and National Security Adviser respectively by concealing the said sum in your account with  Sterling Bank Plc when you knew the said Dr. Haliru Bello and Col. Mohammed Sambo Dasuki(Rtd) to be engaged in a criminal conduct to wit: theft of public fund for a political activity and you thereby committed an offence contrary to Section 17(a) of the Money Laundering (Prohibition) Act 2011 as amended in 2012 and punishable under Section (17) (b) of the same Act.

"That you Bello Abba Mohammed, BAM Projects and Properties Limited and Dr. Haliru Bello on or about 17th March 2015 in Abuja within the jurisdiction of this Honourable Court did conspire to launder  the sum of N300million which sum you claimed to have received for political campaign and when you reasonably ought to have known that the said fund formed part of the proceeds of an unlawful activity of Col. Mohammed Sambo Dasuki(Rtd), the then National Security Adviser( to wit: criminal breach of trust and corruption) and you thereby committed an offence contrary to Section 18(a) of the Money Laundering (Prohibition) Act 2011 as amended in 2012 and punishable under Section (15) (3) of the same Act."

In a Statement of Witness/ Caution which he wrote on oath, Yuguda  admitted to the Economic and Financial Crimes Commission (EFCC) that he gave N600million cash to six chairmen of the Contact and Mobilization Committees of the Peoples Democratic Party(PDP) for the 2015 general election.

He listed the beneficiaries as Bode George( South-West); Amb. Yerima Abdullahi ( North-East); Peter Odili( South-South); Attahiru Bafarawa( North-West); Jim Nwobodo(South -East); North-Central (Ahmadu Ali).

Petrol To Sell For N86 This Month, January 2016

MotoristS yesterday got a New Year present. Petrol is to sell for N86 per litre at Nigeria National Petroleum Corporation (NNPC) outlets.

Others will sell at N86.50k as against the present N87 per litre.

The Petroleum Products Pricing Regulatory Agency (PPPRA) said the prices would run from January 1 till March 31, under a revised pricing template.

PPPRA Executive Secretary  Farouk Ahmed broke the news to reporters in Abuja.

Within the new pricing template, the government approved two pump prices-one for NNPC retail outlets  and the other for retail outlets operated by private business concerns.

Both open market prices indicate a N1 and 50k drop from the official pump price of N87 per litre, which will become obsolete on December 31 – tomorrow.

Farouk said the announcement followed the approval of the Minister of Petroleum Resources, Dr. Ibe Kachikwu, for the implementation of the revised template.

The PPPRA has approved importation of three million metric tonnes of petrol in the first quarter of the year. The NNPC was granted 78 per cent of the total allocated volume for the period. The balance of 22 per cent will be supplied by other oil marketing companies.

According to Farouk, a couple of elements that were affected by the price review include traders' margin, which was revised downwards from N1.47 per litre to zero; lightering expenses (N4.07/litre to N2.00/litre) charges by the Nigerian Port Authority (NPA), (N0.77/litre to N0.36/litre); jetty throughput charges, (N0.80/litre to N0.40/litre); storage charge (N3.00/litre to N1.50/litre); bridging fund (N5.85/litre to N4.00/litre) and ex-depot price (N77.66/litre to N77.00/litre).

Other elements, such as retailers' margin, were, however, reviewed upwards from N4.60/litre to N5.00/litre; transporters, from N2.99/litre to N3.05/litre; dealers' margin, from N1.75/litre to N1.95/litre;

"Accordingly, the ex-depot price of PMS shall be N77.00k per litre while the pump price shall be N86.50k per litre – in line with the prevailing market trend.

"The key thing here is that with the revision, the open market price has come down slightly. The new pump price is N86.50k, down from N87 per litre, effective from January 1, 2016.

"However, for NNPC import, because an element of the template which is the financing cost, is not captured in the NNPC template. Therefore, NNPC import is slightly lower. The NNPC price will be N86 per litre, meaning that if you go to NNPC retail stations, you should buy at N86 per litre and then N86.50k in other stations," Ahmed said.

The idea is to instill competition and stability in the downstream petroleum sector, he said.

"Another important point is that this is not static as there will be a quarterly review of the price template. However, if there is a major shift, the minister may call for a review either upwards or downwards, depending on the market.

"But for now, at least for the first quarter, this price remains for three months, from January to March," he added.

Ahmed noted that there was to be a pricing advisory committee made up of industry technocrats and which would sit down from time to time and advise the PPPRA on price movements.

He added: "But the PPPRA will still sit down and do its work. The committee will advise it on any drastic movement in price.

"The open market price is N86.29k. If you do the calculation, that means there is an element of over recovery and what we will do now is that we will go back to the marketers and bill them for the recovery.

"With regards to NNPC, their arrival is N85.93k but they are selling at N86, so there will also be element of over recovery. However, we are comfortable with the numbers."

Speaking more on the review, Ahmed said: "In order to encourage investments in retail outlets, we slightly increased the provisions in the retailers, transporters, and dealers' margins.

"In terms of distribution margin, we have also revised down the bridging fund and increased the retailers, dealers and transporters' margins."

On the Q1 import permit, Ahmed did not disclose the identity of marketers selected for the period but stated that the agency had considered three key factors in selecting them.

These factors, he said, include retail outlets ownership; marketers' performance in previous quarterly allocation; as well as the challenges in sourcing foreign exchange.

He noted that in allowing the NNPC to import 78 per cent of the total allocated volume, the agency envisaged that the corporation would have little challenges in sourcing for foreign exchange while the Central Bank of Nigeria (CBN) would be able to comfortably take care of the foreign exchange demands of the other marketers who would import the remaining 22 per cent.

"This measure is to guarantee uninterrupted fuel supply nationwide. Marketers are required to note that there shall be a mid-quarter review of performance where volumes of non-performing marketers, including the NNPC shall be withdrawn and reallocated to performing marketers," Ahmed explained.

He also stated that the NNPC had in previous allocations done up to 111 per cent in product importation to stabilise supply, adding that future allocations shall be based on 100 per cent performance in the Q1, 2016 allocation.

Ahmed said the revised template was built a little bit above the earlier daily consumption rate of 40 million litres per day.

He said the agency is currently verifying the October, November and December claims of marketers for subsidy, after which the Debt Management Office (DMO) would be notified for further action.

In this piece, ENIOLA AKINKUOTU examines the sufferings of Nigerians in South Africa and the failure of the Nigerian government to address their situation

Thirty-five-year old Lucky Ndudi is one of many Nigerians that migrated to South Africa for greener pasture. The Delta State indigene, who became a mechanic in Jeppes, a town near Johannesburg, the nation's capital, got married and has three children.

As is the normal practice, Ndudi uses the proceeds he receives from repairing and selling cars not to sustain his immediate family alone but to support the members of his extended family in Nigeria. However, on April 11, 2015, some irate South African youths stormed his workshop and destroyed all the vehicles in it.

Ndudi not only lost his personal property, 47 vehicles in his garage were also damaged. The vehicles belonged to his customers. He said, "Forty-seven cars in my mechanic garage were damaged. Some car parts and tools were stolen and the garage was burnt. I lost everything during the attack. The value of the loss is R1.1m or N19.7m and things have not been easy for me and my family."

Noting that life may never be the same again, he added, "It is eight months after the attacks, we have not received any assistance from the government. My present situation has forced me to move out of my rented apartment to a cheaper place. Friends have been calling on phone but nobody has given me any assistance."

The Chief Executive Officer of Xtyres & Motors Ltd, Ifeanyi Ifediora, shared a similar fate as his workshop was also vandalised and set ablaze by irate youths during the xenophobic attacks in April.

For a Nigerian restaurateur, Oliver Joe, the story was not different. According to Nigerian officials, Joe's restaurant was vandalised in the presence of policemen.

"They vandalised his restaurant, ate his food, beat him and his workers up in the presence of policemen and nothing happened," said Mrs. Abike Dabiri-Erewa, a former chairman, House of Representatives Committee on Diaspora Affairs.

According to the President of the Nigerian Union in South Africa, Mr. Ikechukwu Anyene, many other Nigerians were physically assaulted and hospitalised but later discharged. He added that none of the victims – some of whom had been rendered homeless – was compensated.

The Nigerian Consul General in South Africa, Ambassador Uche Ajulu-Okeke, said Nigerians lost more than R1.2m (N21 million) in the 2015 xenophobic attacks. She added that the losses included looted and burnt shops.

She said that in Durban, two of the three Nigerians who were wounded during the attacks had been treated and discharged from the hospital, adding that at least 50 Nigerians were stranded in the Jeppe community, which is notorious for attacks on foreigners.

This has been the plight of many Nigerians who go to South Africa, which is ironically referred to as the "Rainbow Nation", due to its diverse cultures.

The poverty argument

According to reports, the orchestrated attacks on Nigerians and many other Africans in 2015 started after Zulu King, Goodswill Zwelithini, made a provocative statement in which he blamed foreigners for taking the jobs meant for South Africans and causing poverty among its citizens, an allegation the king has since denied.

Edward Zuma, the son of South African President, Jacob Zuma, also accused foreigners of snatching jobs from South African citizens, saying, "We need to be aware that as a country, we are sitting on a ticking time bomb of foreigners taking over the country.

"The reason why I am saying this is because some of the foreigners are working for private security companies where they have been employed for cheap labour. These companies are not complying with South African labour laws."

Reports also indicate that Nigerians living in poor South African communities were usually the most affected whenever there was an attack.

However, Dabiri-Erewa maintained that xenophobic attacks against Nigerians and other Africans started a long time ago and had nothing to do with unemployment. She said that South Africa indirectly encouraged xenophobia. She maintained that even Nigerians in prison were treated worse than South African prisoners.

She said, "We (Reps) were in a South African prison sometime ago and you need to see how even in prison, Nigerians were very much discriminated against. Little things that other nationals would get away with, Nigerians didn't get away with them. Some South Africans say 'foreigners have taken our jobs' but you see, those jobs that they are talking about are jobs that they have rejected. So, low-income earning South Africans need to have a better understanding of their problem."

Dabiri-Erewa also alleged that Nigerian professionals were also frustrated by the South African government.

Corrupt Nigerian consulate officials

According to the Consul General, Ajulu-Okeke, many distressed Nigerians find it difficult to come to the Nigerian consulate in South Africa because Nigerian officials, including immigration personnel, extort them.

The situation worsens the plight of victimised Nigerians who might take to crime in frustration. Ajulu-Okeke revealed that a large percentage of the one million Nigerian population living in South Africa is illiterate. She said, "I am amazed by the number of illiterate Nigerians in South Africa and only God knows how they came here."

Explaining that she had been able to curb corruption in the system, she added, "Now, Nigerians don't need any intermediary to process Nigerian passports or do any official engagement at the Nigerian consulate in South Africa. This is quite unlike what obtained in the past when Nigerians were feeding on their brothers and sisters like vultures. Nigerians were working against themselves. It was a pathetic situation I met here.

"Nigerians would stand at the gate, afraid to come into their own country's consulate. I learnt that some officers would tell ignorant applicants, 'Madam has brought diplomatic police. If you come here, they will deport you straight. Bring N4,000, let me go and beg the diplomatic police for you.'

"On a service that costs only N1,000, they would pay these 'vultures' $100. For something that costs N4,000, they would pay $400. So, you would see many people at the gate who were afraid to come into their own country."

So, these Nigerians were continually frightened to the extent that they do not know their rights until I abolished the visa and passport agencies and established a new system."

Weak foreign policy

According to experts, Nigeria's weak foreign policy is one of the major reasons why its citizens living in South Africa suffer xenophobic attacks.

A former Minister of State for the Interior, Chief Demola Seriki, argues that Nigeria has failed in the area of retaliation. He explained that Nigeria as the "Giant of Africa" must be able to retaliate whenever South Africa implements anti-Nigerian policies.

Seriki said Nigeria could take advantage of the many South African companies in Nigerian to arm-twist the South African government.

He said, "I remember a conversation I had with the then South African Minister of Interior when we had an altercation because they were so biased towards Nigeria and Nigeria was not doing the same towards them. So, I think we need to develop a strong reciprocity paper which is already there but is not being implemented.

"For example, in South Africa, if you buy a property, your money is welcome but if you sell the house, the money must remain in South Africa. You must look for a South African to buy that house; you cannot take the money out. We need to do the same thing for them.

"They have large investments in Nigeria: MTN, MultiChoice, Protea Hotel and Nigeria is the number one consumer of South African wines. So, we need to really do more in the area of reciprocity. The reciprocity of Nigeria to South Africa is very weak but the reciprocity of South Africa to Nigeria is very strong. So, that is what the Minister of Interior must do.

"Even as a minister, I recall the then Ambassador to South Africa, Col. Buba Marwa, showed me pictures of Nigerians that were maimed by South Africans. Some were even subjected to jungle justice."

Also speaking, Dabiri-Erewa, said Nigerian business concerns were deliberately frustrated by the South African authorities.

She said Nigeria must awake from its slumber and stamp its dominance.

Dabiri-Erewa said, "Nigerian business concerns in South Africa like Oando and Dangote are listed on the stock exchange but they (South Africa) don't allow patronage. Zenith Bank and Union Bank have tried to set up branches there but they (South African authorities) have refused. But South African businesses like MTN, Shoprite and MultiChoice are thriving here in Nigeria unhindered."

A Senior Lecturer at the University of Lagos, Dr. David Aworawo, said the relationship between South Africa and Nigeria was regrettable. He recalled that Nigeria spent millions of dollars to emancipate South Africa from apartheid, adding that Nigeria also did everything within its power to ensure that Nelson Mandela was released from prison.

Aworawo said Nigeria must present itself as a "no-nonsense" country to the international community, adding that once this is done, South Africa and other African nations will not toy with the lives of Nigerians.

He said, "I think Nigeria needs to be more vibrant in its application of tit for tat. It is not all the time that South Africa gets away with its actions against Nigeria. A few years ago, Nigerians were deported by South Africa from the airport because they were said not to have Yellow Fever vaccination cards

"In retaliation, Nigeria deported a lot more South Africans than South Africa had deported. South Africa initially said they would not apologise but when South Africa saw the impact it was having on their economy, they apologised and they said they would be helping Nigerians to procure Yellow fever vaccination cards. Nigeria needs more of that.

South Africa reacts

However, South Africa's High Commissioner to Nigeria, Mr. Lulu Mnguni, said xenophobia was not a South African issue but an African one, adding that it stemmed from poverty and inequality.

He said South Africa had overcome xenophobia largely and that many reports on the attack were exaggerated.

Mnguni said even if the unemployment rate in South Africa increases next year, attacks on foreigners would not recur because the citizens are now determined to end xenophobia. He said other international bodies like the African Union were seriously involved in the fight against the evil act.

When asked if Nigerians that suffered xenophobic attacks were compensated by the South African government, he said those who lost their property should seek redress in court as it was purely a 'police matter'.

He said, "Let people take this matter to court to address whatever they think was done against them. We have said the matter should be handled by the police and our Home Affairs (department) because it was people from Nigeria and many other countries that were affected. South Africans rallied together to contain this thing and it was defeated eight months ago. Nigerians were not as affected as those in other countries."

Fixing Nigeria

In 1994, South Africa became a shining example to Africa and the world when it ended a racial cold war as it drew the curtain on the world's most notorious system of racial segregation and elected Nelson Mandela as its president. Accordingly, it became the number one destination for migrants in search of greener pastures.

According to the Economist, investors fret that South Africa's 'liabilities' might soon become unsustainable. The magazine said, "Its (South Africa's) credit rating is one notch above junk and it might require a bailout from the IMF. Many of the white investors have also fled the country which means that the unemployment rate may rise. This could also lead to more xenophobic attacks next year."

Ultimately, experts argue that the best way to curb illegal migration is to ensure that there are adequate jobs, security and infrastructure in Nigeria.
